Miss Buchanan described an exemption application and appeal filed by First Choice Primary Care for a property on Shurling Drive and recommended approving the extension request. "They are a nonprofit that provides medical and behavioral health to anyone, and they purchased this shopping center back in 2025," she said, adding the clinic began providing medical care in December 2025.
