Council debates 20% active-use metric; asks staff to define 'active' and map acreage

A recurring theme of the workshop was whether the town should retain a numeric limit on 'active' recreation acreage at Town Park. Multiple councilors questioned the usefulness of a fixed percentage: some members invoked a roughly 20% cap in prior plans, while others reported lower existing figures ("somewhere around 16 or 17%" or as low as 13 percent in one estimate). Bill and Brock were asked to provide a staff definition and an inventory so council can agree on a consistent baseline before adopting any percentage.
