Kimberly Horne and Kimley‑Horn consultant Mark Ishpass presented 2025 traffic counts and a context‑classification approach to level of service (LOS), which moves away from a one‑size LOS metric toward standards tied to roadway context (rural, suburban, commercial, etc.). The consultant said average daily traffic peaks are concentrated around SR 1950 near Spring Hill and that the Suncoast Parkway opening is shifting patterns that will influence 2030 forecasts.
