A traffic-signal maintenance agreement on the agenda was not adopted because staff and commissioners discovered the resolution that should accompany the agreement had not been prepared. Clerical confusion with a new secretary and responsibilities for drafting resolutions led the board to agree it would be preferable to table the item and bring it back with a properly drafted resolution.
