Board seeks missing signed redline that would require second vote on funding

An adviser (S4) raised a procedural concern about a redlined revision from the Dec. 10, 2025 RDA meeting that added a step between project approval and funding that would require the board to vote after plan and cost summaries are returned. "It was this 2nd vote after the plan and cost summaries and estimates are brought back to the board that that vote is intended to be a genuine, oversight vote, up or down, for funding," the adviser said.
