Committee hears plan to replace remaining blowers, reissue outfall RFP and finish O&M manual

Plant Manager Leticia told the subcommittee that staff replaced one blower last fiscal year after a critical failure and now has executed a contract to purchase and upgrade the two remaining blowers so all three units will be the same brand and work cohesively in the control system. She said the part that failed on the older unit could no longer be sourced from the manufacturer, which led staff to replace rather than attempt an overseas rebuild.

On the effluent outfall project, Leticia said the work first went to bid in summer 2024 with no bidders; the design budget and scope were increased in May 2025 and staff plans to update the RFP with assistance from the newly hired capital improvements manager and internal staff before reissuing it. She also said the wastewater treatment plant operations and maintenance manual is in progress, with a target completion date of 12/31/2026.
