Engineering staff described a competitive procurement for as‑needed engineering services to support capital improvements, studies and permitting. James Smith said the current contracts (approved in 2021) are expiring and recent changes to Florida's Consultants' Competitive Negotiation Act increased thresholds that allow more flexibility for continuing contracts.
