Staff told commissioners the civic center site required removal of unexpected clay and unsuitable soils. Engineers initially submitted a change order near $135,000; staff negotiated the scope and cost and said the net contractor request and overhead/profit brought the amount to roughly $105,000. "They initially submitted us about $135,000 change order ... we did get it down under 100,000 ... and then their overhead and profit brought it up to the 105," Mr. Furry said.
