Finance Director Silvia Luna presented Resolution 2026-25, asking the council to authorize interim expenditures at FY2025-26 budget levels until the FY2026-27 operating and capital improvement budget is adopted. Luna said the resolution would allow payroll, benefits, utilities and contractual obligations to continue without interruption while staff finalize revenue estimates and labor-negotiation outcomes.
