Principal planner Beth Workman presented the staff report and recommended approval of the rezoning request with the applicant's 48‑hour letter changes. Workman explained staff balanced site constraints — including an advertising‑structure easement and easements that limit plantable area along Daniels Parkway — by enhancing trees and shrubs where space allows and by requiring the depiction of planting in the dry detention area as an offset.
