Members voted unanimously to create three subcommittees—public governance & engagement; infrastructure & demand; and policy, regulations & standards (including health/environment)—to develop focused analyses between full COG meetings.

After discussion of committee scope, Rose/Chair Evan invited a motion. Ali Lee moved to create three subcommittees with revised titles; the motion was seconded and the group approved the structure by voice vote. Evan called the roll-by-voice: "All in favor of adopting the motion to create the 3 subcommittees as defined, say aye," and the motion carried unanimously.
