The full story
Henry County commissioners and council members met in a work session to review a feasibility study that modeled the county youth detention center under three occupancy scenarios. Shannon (speaker 2), who presented the report, said the analysis modeled 80%, 95% and 50% capacity runs and tied each to projected revenues and expenses. "At 80% capacity, the facility would run and generate a 124,500," she said, and "At 95% capacity, the facility would actually generate $890,500." She also warned that lower utilization would produce large losses: "The 50% capacity actually is a net loss for the county of $1,518,500."
