Dan Wright, the Township engineer, explained his office withheld part of the requested escrow release following inspection and recommended a partial release of $218,513.00 for the Howell Ridge development. Wright said his office requested additional silt fence and silt sock at specified locations and that the entire contingency is held until the project’s completion; after the partial release the escrow balance would be $469,986.35.
