In the webinar Q&A John Tu and program staff addressed common questions about who can apply, timelines and how the state will communicate opportunities. Nation clarified that "year 2 will be a full year" and gave the fiscal period as "10/31/2026 through 10/30/2027." Tu noted the year‑2 submission will be based on the $147,000,000 baseline award and that some year‑2 activities will continue with the same grantees while other funding will be open to new applicants depending on each RFA.
