International Drive CRA budgets transit, pedestrian overpass and workforce programs

Krista Taraszewski described the International Drive Community Redevelopment Agency’s FY26–27 budget request (~$156.1M) and explained planned transportation investments that support tourism employment and shift people off cars. The CRA requested $2.5M to continue extended transit service on key routes, $3M to complete the Kirkman Road extension rebate outturn, and $5.7M to progress Trade Show Boulevard permitting, mitigation and right‑of‑way work for a multi‑lane corridor that includes a dedicated transit lane.

The CRA also requested $5.2M for pedestrian enhancements and signals, and $5M to fund design phases of an International Drive pedestrian overpass (complex structure requiring peer review and right‑of‑way agreements). On the community and workforce side, the CRA seeks $1.38M to continue Tangelo Park housing repairs and to build a small housing infill fund; economic development asks include ESOL classes ($250K) for workers and a $300K culinary pilot to train hospitality employees.

CRA staff emphasized the programmatic tie between transportation investments and workforce stability: extended transit hours and better frequency reduce commuting barriers for early/late shifts in hospitality. Commissioners discussed CRA funding near the program sunset in 2028 and asked how reduced tax bases (e.g., by a property‑tax amendment) could affect the CRA’s ability to finish capital projects or continue workforce programming.
