River Ridge board approves $1.11 million drainage improvement contract

The River Ridge Community Development District Board of Supervisors approved a $1,111,860 contract with The Clark Construction Group, Inc. to complete four phases of stormwater and drainage improvements covering Oak Run, Turnberry, Palmetto Dunes and Seaside IV.

District Engineer Charlie Krebs and PSGRC General Manager Eric Long reviewed bid comparisons and recommended adding an extra 5% contingency to cover unknowns, raising the project total from $1,058,914.45 to $1,111,860. Krebs said the contingency will cover unit-cost items such as tree removal, shrub replanting and raising sprinkler heads; staff will verify unit counts against contractor invoices. The Board approved the Clark bid on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Terry Mountford, with all in favor.

The Board discussed mobilization and general-administration costs if Clark is awarded all four phases and noted that the Oak Run HOA may choose to execute its own contract for its connection work; the bid included an Oak Run allowance of $197,201.47. Krebs and Long said the HOA would need to execute a separate contract if it elects to proceed. The contractor is expected to provide tallies to enable staff verification of invoiced amounts.

The approval authorizes work across multiple neighborhoods and includes explicit contingency funds to address site-specific unit-price adjustments; staff will monitor the work and confirm pay requests against verified unit counts. The district engineer will oversee permit and construction coordination.
