Opponents told commissioners the proposed districts would impose regulatory burdens on owners who did not support the petition and may create lasting constraints on how existing parcels can be used. Philip Waters said he did not support the initiative and alleged that boundary changes left some owners “gerrymandered out” to secure the required petition percentage. The Olaf family (speakers 19 and 20) stressed that many of their lands are already in conservation easements and asked why those parcels needed additional zoning restrictions.
