The Kent County Board of Public Works voted unanimously on Aug. 6, 2026, to recommend that the Kent County Board of Commissioners explore creation of an independent public authority to govern the Department of Public Works. Mayor Stephen Kepley moved the recommendation and Commissioner Kris Pachla seconded; the motion passed 7–0.
