The Carver County Community Development Agency (CDA) presented a proposed 2027 levy increase of 3.5% to support affordable housing operations, new construction and program staffing. CDA leaders said they manage roughly 846 rental units countywide and that the levy leverages state, federal and private funding to scale local affordable-housing initiatives.
