A citizen asked the court to begin a countywide conversation about health-care coordination and whether shared infrastructure among hospital districts and emergency services could strengthen rural care without the county becoming a hospital operator. He proposed convening stakeholders and forming a temporary, mission-specific committee to map service areas, tax boundaries, assets, call volumes, transfers, and funding models, then report findings to the public.
