The Otoe County Board of Commissioners adopted the 2025 Local Emergency Operations Plan (LEOP) on Aug. 25, 2026. Gregg Goebel, Otoe County EMA Director, presented the plan and stated that all villages had signed off; the board first approved the plan and then adopted Resolution #8-25-26-14 to formalize approval. The resolution passed unanimously.
