Senators endorsed micro-mobility rules in the economic package that set default speed rules for trails, age limits and electrical safety standards for lithium-ion e-bikes and scooters to improve safety and first/last-mile access.

A senator speaking in support of the Mass Wins Act described a state-level micro-mobility framework developed with municipal and law-enforcement partners and recommended in a special commission. The proposal establishes a speed-based system to decide where devices may operate (sidewalks, bike lanes, roadways), battery safety requirements, age limits for certain vehicles, and a default 20 mph speed on trails and shared use paths.
