After hours of testimony, the select committee compiled a preliminary list of recommendations for KOEC and staff to consider and for possible presentation to the 2027 legislature. Major themes included clearer, shorter rules and checklists so providers and licensors share a consistent interpretation; a defined, published meaning for "supervision" and concrete examples; improved training and quality control for licensing specialists; exploration of third‑party or gold‑standard survey teams for calibration; and consumer‑facing improvements to the NOSF portal — notably risk coding (red/yellow/green), inclusion of provider responses, and delaying public posting until after the provider's corrective action or administrative review is available.
