Architects presented a shared-campus layout that consolidates court and county spaces, preserves a civic entry, plans for about 600 surface parking stalls, and proposes a secured sally port and elevated corridor for inmate transport to central holding due to floodplain constraints.

Presenters walked the commission through a shared-building massing and site plan that places the shared justice center on unoccupied site land, wrapping county spaces around court stacks and creating a common entry and lobby. The presenter said the design allows for "almost 600 surface parking spaces on the site," which they calculated as the minimum needed for staff and public parking.
