The Caroline County Board of Supervisors adopted the county’s capital improvement program and, separately, the school budget appropriation that follows the level‑funding approach the board selected earlier in the meeting. County staff explained that the CIP would rely primarily on proceeds and reserves, and the board asked questions about borrowing and reserve use for a building project in Dawn before approving the plan.
