County engineering staff described change order No. 4 on the Chambers Parkway project to switch from straight lime stabilization to a lime fly‑ash mix after encountering subsurface issues. Staff said the change involves increasing the lime percentage from 8% to 10% and noted this will add roughly 97 tons of material to the work. One commissioner pressed why an existing line item appeared again in the total; staff said the existing line remains but proposed quantities increased and agreed to provide a clearer breakdown of existing versus proposed costs.
