The Oregon Department of Emergency Management asked the subcommittee to allocate $1,132,000 from a special-purpose appropriation to pay contractually obligated costs for the Genesys statewide evacuation planning and management tool. ODEM said Genesys can reduce zone-mapping time from 45–60 minutes to 1–5 minutes and is currently used by 21 counties and two tribal governments; the LFO recommended allocating $1,135,200 and the motion to move the request to full carried.

Erin McMahon, director of the Oregon Department of Emergency Management, told the subcommittee that the Genesys evacuation-planning and management tool streamlines evacuation zone mapping and public-alert routing and is used by 21 counties and two tribal governments. "It takes, what was determined to be after the 2020 wildfires, 45 to 1 hour period of time to create these evacuation zones, simplifying it down to between 1 and 5 minutes," she said, arguing the tool can save lives by getting alerts to the public sooner.
