Senators heard testimony on June 15 urging a deliberate process before committing to major capital spending on the Oregon State Penitentiary (OSP). "Before committing to $1,000,000,000 dollar project, Oregon should replicate that process, convene stakeholders, conduct an independent analysis of prison population projections and facility needs, and evaluate alternatives," Paul Solomon, chair of the Oregon Criminal Justice Commission, told the committee.
