Staff warns UGB amendment timing could force extra work unless approved by year-end

Staff liaison (S1) briefed the advisory board on the city's urban growth boundary (UGB) amendment and its current status in county and state review.

"We have to get it done before the end of the year," the staff liaison said, explaining that if the city misses the deadline it could lose grandfathered status under older state rules and would face extra work and cost to comply with new standards. The briefing said the city submitted materials in February and that a property rezone referenced as Mackenzie Meadows Village was remanded to the county by LUBA (the Land Use Board of Appeals), which has complicated the county review timeline.

Board members discussed fire-safety considerations for new perimeter development and potential park acreage. A city councilor (S2) urged that defensible space and a 300-foot buffer standard be considered as the area plan and park location choices are refined. Staff said the planning commission and council will review the area plan and that additional public outreach (open houses and a charrette option) is expected before adoption.

The board noted uncertainty around county scheduling and upcoming elections could affect when county decisions occur; staff said the record at the planning commission is now closed but there may be opportunities when the county commission takes up the matter.
