Developer unveils revised OLF-8 master plan, emphasizes jobs and expanded open space

Developer representatives and consultants presented a reworked master plan for Outlying Field 8 (OLF-8), saying the revised design consolidates multiple regulating plans into one, relocates the town center to the site's center, and increases preserved open space, including a proposed 10-acre "Angel Lake" for stormwater management and recreation. Troupe Brewer, legal counsel for the purchaser, said the contract contemplates changes to the design code and master plan to address market and engineering conditions. "This was contemplated at the time we got under contract in 2025," Brewer said.

Melissa Hadley, the design consultant, described a plan that retains a network of boulevards, moves residential areas to better buffer existing neighborhoods, and adds an ETI district the county will retain to foster job creation. Chad Henderson, representing the developer, described the approach as balancing the goals of three stakeholders: the Beulah community, economic-development interests and countywide constituents. Staff and the developer said the presentation was informational only; the board did not take a vote and a public hearing on the master plan is expected in October after Tallahassee review of prior future-land-use transmittals.
