The City Council unanimously approved Ordinance No. 2026-02 on Jan. 5, repealing the 1988 Urban Planning Area Agreement and replacing it with an updated 2025 agreement that revises the urban-growth-area map and clarifies coordination with the county for planning, land use, annexation and infrastructure.
