Slater’s Economic Development Committee proposed consolidating two separate incentive programs into one economic development fund and adopting a points-based rubric to guide decisions on loans and forgivable incentives. The chair described the rubric as evaluating “full time job creation, taxable valuation creation, local option sales tax generation, community impact and alignment, project feasibility and readiness, location and land use fit, and long term economic value,” and said committee members would anonymously score applications to produce consistent referrals to council.
