Steve Grittman told the council and commissions that the city's current ordinance links an 11% park-dedication requirement to subdivision activity, allowing some higher-density development to avoid fees when it proceeds without subdivision. "The key policy change discussed was adding PUDs to the ordinance language so that park dedication applies when land is developed without subdivision," Grittman said.
