Wareham special‑education staff told the committee that ESY exists to prevent regression for students with individualized education programs (IEPs) and requires specialized staff (nurses, board‑certified behavior analysts, speech and language pathologists, physical and occupational therapists and paraprofessionals). Staff said the staffing roster lists 41 employees but estimated the FTE equivalent at about 26 because many providers work only a few hours per week during ESY.
