The select board voted against joining a state-authorized Windham County pilot to form a regional law-enforcement governance council. The pilot would allow participating towns to appoint a member to a council that would draft bylaws, set performance metrics and propose budgets; any budget approved by the council could be reflected in county billing to member towns.
