Council members discussed Jerry's title and the limits it places on executive authority under the existing municipal code. Chair (S3) said the code lists the position as an administrator rather than a manager and that, accordingly, "he can't act fully independently. He has to act...it'd be a recommendation," noting major hiring and firing typically involve counsel and mayoral consent.
