The commission attached conditions to the Johns Lake UVPUD requiring phased buildout, a developer-funded roundabout and roadwork, right-of-way dedications and a clause that blocks occupancy until New Independence Parkway opens or Jan. 1, 2028; staff said those measures address the project's incremental impacts but do not require fixing pre-existing regional deficiencies.

As part of the approval of Ordinance 26-12, city staff and commissioners added or emphasized several conditions intended to limit immediate development impacts and ensure the developer funds on-site and nearby infrastructure improvements.
