Architects present schematic-complete design and three-phase site plan
OTAK and Opsis reported schematic design is complete and design development has begun; Opsis described six design strategies, a three-phase site build plan and a fly-through video, and noted a visit to the Confederated Tribes of Grand Ronde for design inspiration.

Miki Bragg of OTAK told the committee the design team "had completed the schematic design phase" and is now in design development to refine programming and confirm that spaces fit the district’s requirements. She said the team is coordinating with the City to finalize required street improvements and is preparing the next round of consultant contracts.
