County staff presented an affiliate agreement that would allow Envision to partner with the county CDDO to deliver targeted case management (TCM) services. Staff said the Kansas Department for Aging and Disability Services (KDADS) is focusing on separating TCM from other direct service provision to prevent conflicts or monopolies by single providers.
