Commission keeps public-comment placement unchanged after brief discussion

Early in the meeting a commissioner raised whether public comment should be scheduled before or after appointments, noting attendees sometimes ask to speak after trainings. The commissioner said: "If you'd have the public comment, if we would have those that have appointments first and then move that farther down the agenda."
