County contractors told the commission they will pursue a construction-manager-at-risk procurement for the Juvenile Center, competing 25–30 subcontractor bid packages and aiming to present a single guaranteed maximum price (GMP) in January after competitive bidding. The team said involving a construction manager early helps steer design and pricing decisions and reduces the risk of large overruns at bid time.
