Staff reported the recent meter-read analysis for the Shelldahl connection produced a flow-based allocation of 13% this year, while a prior agreement in an amendment was understood by some parties to have been 11.5% for a specific year. "We calculated the flow to be at 13% instead of the 11 and 0.5," a staff member said, and councilors asked for the raw interval data to review methodology.
