A public commenter who identified herself as Carol submitted two prior letters and spoke during the public comment portion, urging the commission to tighten provisions in the upcoming solar ordinance. She recommended the ordinance define "applicant, owner and operator" as a single entity so responsibilities and disclosures are clear, and to require applicants to fully disclose organizational structure and affiliations.
