County staff urges caution on documentary licensing request, flags Good Samaritan and city police rights

A media company based in London sought a license to use Decatur County audio and records from a Jan. 25, 2026 vehicle-on-ice incident. A county staff reviewer who examined the one-page licensing draft told commissioners he had multiple concerns and recommended rejecting or substantially revising the request until appropriate sign-offs and more specificity are provided.

The staff member said the draft identified Decatur County Communications as the licensor but that the board of commissioners would more likely be the appropriate licensor for county material, and questioned an irrevocable grant of rights in the proposed document. He also warned that the recordings may identify a Good Samaritan witness and Greensburg Police Department officers — and the county cannot grant name-and-likeness rights on behalf of private individuals or the city.

"I would never give anybody an irrevocable right in anything I owned," the staff member said, and recommended the county either require the production company to obtain consent from people identified in the recordings or to reject the agreement until those issues are resolved. Commissioners asked staff to follow up with the city and the production company and to draft edits if the larger issues can be resolved.
