Staff told the committee Stop DWI is intended to be self‑sufficient—funded by fines, victim‑impact classes and surcharges—but revenue is down this year as the DA and courts recommend fewer diversion (Advent) courses. "This right now is a statewide problem," a county staff member said, describing reduced convictions and unpaid surcharges since COVID and noting a recent state bill that targets surcharge reform.
