Kent County Levy Court overturns RPC denial, grants conditional approval for Harmony Hills 2
After hearing public comment and applicant testimony, Levy Court voted 5–0 (one not voting, one absent) on Sept. 1 to grant conditional preliminary approval for Harmony Hills 2 (93 lots) with conditions addressing bus stops, easement signage, tree‑clearing restrictions and a stormwater‑setback waiver.
