Kevin Kornick told commissioners the project's design had planned a directional bore using plastic water line, but the city informed the county in March that it would not accept plastic water lines within the public right‑of‑way that the city would ultimately own and maintain. That required substituting ductile iron pipe and shifting to open trench installation with associated dewatering, earthwork and traffic control.
