Senators asked whether already-existing DMV penalties would still apply to people participating in the mileage program and whether the proposed language would stack fines. Patrick Murphy of the Agency of Transportation confirmed the draft does not change existing penalties and emphasized the enforcement approach focuses on the vehicle, not suspending a driver's license. "This should relate to a vehicle's use of infrastructure and not to the individual driving the vehicle," Murphy said.
