Pipestone County board OKs three‑year Paycom contract for HR and payroll

County HR staff presented a recommendation to enter a three‑year agreement with Paycom to consolidate payroll, timekeeping and HR functions. Elliot Kane, Paycom's executive sales representative, outlined the implementation plan and costs: "The 1 year annual subscription cost will be at $34,889.76," he said, adding implementation fees of $4,636.64 and estimated carrier-integration fees of $3,250.

Presenters said Paycom will replace multiple systems, enable mobile clock-in for highway and EMS staff, integrate benefits enrollment and reduce duplicate administrative work. HR staff projected combined annual savings of roughly $22,000 from discontinued software and an estimated $15,000 from labor and administrative efficiencies. Commissioners asked about device and connectivity needs for field shops; Paycom proposed using employees' phones or shared rugged laptops at outlying shops.

Commissioner (S2) moved to enter the contract; the motion was seconded and approved by the board. The county will proceed with implementation planning, user training and a phased cutover target timed around open enrollment and payroll cycles.
