Assessor staff told the board they applied a 15% manual increase to certain newer residential properties to align mapped values with the state median and then adjusted mapping levels to target acceptable sales ratios. Staff said, "basically, under City of Pipestone, we had 53 sales. And your average increase was 7%." They presented jurisdiction-level ratio movement (examples: Pipestone rising from 90.89 to 97.6; Gaspar from 89.6 to 94.92; small cities aggregated from 86.81 to 93.7) and noted these are preliminary figures for the October 1–September 30 assessment cycle.
